PINNACLE OIL AND GAS LIMITED ON THE APPROVAL OF THE SINGLE POINT MOORING (SPM) PROJECT.

Let me formally welcome our distinguished guests and the media to the Ministry of Transport. We are indeed delighted that you have found time within your busy schedule to pay the Ministry a courtesy visit. For a long time, the issue of the logistics of oil and gas in the downstream sector has been a source of concern for the Federal Government. After fruitful research into the problems, the Ministry of Transport came up with an ingenious solution for bridging the oil and gas downstream supply chain infrastructural gaps which will eliminate inefficient and non-cost effective distribution channels. Today we are proud that Pinnacle Oil and Gas Limited approached the Government with an idea that can stand the test of time — the Single Point Mooring (SPM) facility.

The Project:
The project consists of the development of an SPM and Conventional Buoy Mooring {CBM} facilities which include 11 kilometers of subsea and onshore pipeline network with the capacity to handle up to 80% of the total national refined petroleum product demand.





When in place the facility will eliminate any need for lightering or other trans-shipment operations as the norm in the Nigerian downstream industry today and would also negate any need for investment in the construction of a shoreside jetty.
Furthermore, the mooring facilities will enable petroleum cargo vessels of between 5,000MT DWT and 15500MT DWT capacities to anchor and discharge products with minimal vessel congestion as compared to the current situation on the Apapa/Kirikiri axis. The proposed SPM project will make Lekki Free Zone the hub for petroleum product distribution in the Gulf of Guinea.
The project on its own merit attracted the eye of the Federal Government and the approval was given and conveyed to Pinnacle in January this year. The approval of the SPM is in line with the Federal Government’s transformation agenda — to transform the oil industry and cut the landing cost of petroleum products.
The Single Point Mooringfacility in the thinking of the Government will provide major advantages for Nigerians: It will save Nigeria billions of Naira and bring down the cost of fuel and cost of living by creating an effective offloading and distribution channel for petroleum products. The Government will channel the money saved through the SPM into funding its programmes. The Single Point Mooring project is a facility that would comprise a 600,000 MT tank farm for storage on the shore, connected to Single Point Mooring (SPM) and Conventional Buoy Mooring (CBM) facilities.
The project is estimated to cost $250million USD


Benefits of the SPM Project:
The development of the proposed integrated Petroleum terminal is expected to provide benefits to a broad range of stakeholders. Some of the benefits and value propositions the facility will bring to bear are as follows;
To International Petroleum Traders:
The proposed facility would give international traders a significantly lower-cost alternative to their current use of floating storage and improve the competitiveness of their product offerings in the West African markets.

To Petroleum Marketers:
Tank farm operators in the zone as well as other petroleum products importers will be able to gain significant efficiencies and cost savings due to the high level of efficiency the facility will provide.
To The Government and Economy:
• The facilities will open a new vista of opportunities to the downstream Oil and gas industry as a whole and thus attract further investment into the industry.
• The offshore product handling infrastructure will accelerate local capacity building and utilization and create employment.
• The project will address the environmental challenges of the congested Apapa/Kirikiri tank farm activities.
• It will reduce ship-to-ship (STS) operations which will translate to reduced logistics costs in the import of fuel products and also curb the risk of environmental pollution inherent in STS

Governorship Primary Election:
Peter Mbah emerged the winner of the Peoples Democratic Party (PDP) gubernatorial primaries election in Enugu State. Mr. Mbah polled a total of 790 votes in the primaries contested by nine aspirants.
He defeated his closest rival, Mr. Chijioke Edeoga who polled nine votes, followed by Mr. Chinyeaka Ohaa with three votes while Sen. Ike Ekweremadu and Mr. Chukwunta Gilbert with one vote respectively.
The other five contestants which included Prof. Hillary Edeoga, Mr. Ken Onoh, Prof. Barth Nnaji, and Sen. Gilbert Nnaji, scored nil votes.

Only three void votes were recorded in the primary election.
The Chairman of the PDP Gubernatorial Primaries Electoral Committee in Enugu State, Sen. Zik Sunday, who declared the result, described the process as “transparent, credible and peaceful”.
Sunday said that 812 delegates were accredited for the exercise with 807 votes cast.

He said that at the close of accreditation, two delegates from the Oji River Local Government Area were absent.
The electoral committee chairman said that independent observers, including officials of the Independent National Electoral Commission, were on the ground to monitor the exercise.
19 aspirants purchased the gubernatorial nomination form of the party.
However, before voting during the primaries, eight of the aspirants stepped down for Mba.
In his acceptance speech, the governorship candidate pledged to serve with humility and build on the success of the current administration if elected.





According to Mbah, it is our vision to transform our state with the support of the people of the state. It would be recalled that Ekweremadu had in a statement early hours of Wednesday announced his withdrawal from the contest.
